Popular Asset Commissions: Building a Green Democratic Haringey

This briefing paper has been produced by Abundance to inform the Haringey Green Party’s manifesto for the 2026 local elections. The briefing paper is of interest both for local authorities and activists interested in supporting the democratic control of assets.

It sets out how a Popular Asset Commission could become a defining feature of a new wave of progressive local government action, putting assets and resources in the hands of local communities. The briefing paper marks a significant development on our previous work, which has primarily focused on individual public-common partnerships. This paper positions Common Associations as organisations that operate across a territory, integrating them with multiple different assets, and exploring how they might coordinate as part of a Popular Development Assembly.
